The financial scale alone would make the agreement significant. What makes it structurally important is the set of operational obligations attached to it. Under the terms, Meta must strengthen age-checking using both its own tools and third-party systems. Regular outside audits are required. The company must also hit specific targets around false positive rates — meaning it must reduce the frequency with which minors are incorrectly classified as adults and left with unrestricted access.

A user who disappears from the platform during standard school hours generates a particular signal.
The system goes further. Meta’s AI analyzes photos for physical cues, examining, in the company’s description, “height or bone structure, to estimate someone’s general age.” The system does not identify the specific person in the image — it reads the image for age markers rather than for identity. Meta described the combined approach in a company blog post, writing that “by combining these visual insights with our analysis of text and interactions, we can significantly increase the number of underage accounts we identify and remove.”
Google began deploying a similar system for YouTube, using watch histories to differentiate adults from minors. Roblox operates under different baseline rules — it permits users under 13 to register, unlike the major social platforms — and has built a corresponding tool. Players who want to chat with other users must submit a brief video selfie for age estimation. The video is deleted after the check runs. Roblox chief safety officer Matt Kaufman said the system estimates age within one or two years for people between roughly 5 and 25. Privacy Advocates Warn That Every Verification System Leaves a Trail
The expansion of age-verification requirements has drawn a direct challenge from civil liberties groups, and the terms of that challenge have not softened. A separate dispute has emerged over who bears the verification burden in the first place. Meta and some other companies have argued that age-checking should happen at the app store level, through Apple and Google, rather than on each individual platform. The logic is that a gate at the point of installation would catch more cases with less friction per user.
Google has pushed back on that framing. In a company blog post, the company wrote that the proposal “fails to cover desktop computers or other devices that are commonly shared within families” and “could be ineffective against pre-installed apps.” The accountability question remains open. Platforms point toward app stores; app stores point toward the structural limits of their own reach.
The EFF’s concern does not hinge on which institution does the checking. Whatever entity collects the data to verify age creates a linkage between who someone is offline and what they do online. That linkage persists after the check concludes, and it sits in a database subject to the full range of risks any database faces. The child-safety obligation and the privacy risk are not sequential problems — they arrive together, built into the same act of verification.
